Methodology

  • ID.me combined data from two sources (US Census Bureau’s 2017-2021 5 Year American Community Survey (ACS)  and aggregated ID.me user data) to determine if pass rates for a given set of zip codes varied as social and demographic characteristics of those zip codes varied.
  • We took this approach for two primary reasons:
  • To characterize zip codes, ID.me took Zip Code Tabulation Area (ZCTA)-level data from the ACS and quantitatively described zip codes across two dimensions:
    • The concentration of population in a zip code that self-asserted “Black or African American” as a race (bucketed in increments of 10%)
    • The median income level (bucketed in increments of between $5k and $50k in size)
  • Variables are:
    • Component Pass Rates: calculated as the number of users who successfully completed that step in the verification process over all users who attempted that step. Note: this removes suspected fraudulent users as these users failing a step is the control operating as intended.
    • Percent of Users Verified Through Video Chat Agent Pathway: calculated as out of all the users who verified, what percentage of them used the Video Chat Agent Pathway.
    • Number of Users Starting Verification: the number of users who are attempting IAL2 at an ID.me partner.
